This concept idea was probably for a one-pager. (Barks even found room for sketching a cover idea as well.)

Barks is unclear here because of his mentioning of a fireman character named Woody, but - at least according to the panel text - it is also Donald who is putting out a fire in a house (and obviously using far too much water in the process).
