Carl Barks usually caricatured Duckburg's changing mayors by portraying them as mere figure-heads with empty gestures and filled with hot air. This is not terribly surprising, because an efficient and dedicated mayor in a funny animal story will not be interesting to the reader.
This page contains panels of most of Duckburg's many mayors in chronological order. As you browse through them you will probably be somewhat surprised for several reasons: 1. the common conception that a mayor in Duckburg is always pig faced does not hold water, as only half of them were pigs (and none of the mayors outside Duckburg were pigs!), 2. Barks did not draw as many mayors as one thinks he did, and 3. it seems that some of the mayors sat in office for more than one story (which you can see by looking at the year of the individual stories listed under the panels and compare the appearances of the mayors - some seem to be the same person!). Anyway, Barks seems to have used mayors on a need-to basis, because he never furnished them with important roles or striking names (except in two instances as mentioned below).
A small closing note: Scrooge actually ran for office in

REAL MAYORS

Barks met several mayors in his travels and he even caricatured one (1). Shortly before his promotional tour to Europe in 1994 he wrote to his daughter Dorothy commenting on the trip: The agenda for the trip has grown longer. They tell me I will have dinner with the U.S. Ambassadors in eleven countries. Will be presented with 'keys' to the city by many, many mayors. Custom dictates I must give each mayor a token of appreciation - a meaningful gift of some sort. In my case a small original drawing of a Disney duck. As it turned out Barks met with mayors in Finland, France, Germany, and Italy, and he was bestowed with various honours (2). The following year he received various honours including a special resolution from his old hometown of Merrill (3).
